Germany’s census is more than a headcount

Population figures and housing figures answer connected but different questions. Germany’s official census overview describes the 2022 exercise as a register-based population count supplemented by a sample survey and combined with a census of buildings and dwellings.[13] That design explains why census results can inform more than a national population headline.

The population side asks about people and how they live and work; the buildings and dwellings side adds information about the places available to house them.[13] A count of residents is not itself a count of homes. Nor does a count of homes reveal how those homes are distributed among different household types.

Geography adds another layer. The official census database offers results across levels including the federation, Länder, districts and municipalities, and allows characteristics to be combined.[13] A national average can therefore be a starting point rather than the best answer to a local question. The appropriate geography depends on what the reader is trying to understand.

Imagine comparing two places with similar populations but different housing patterns. Looking only at the headcount could conceal differences relevant to services or residential planning. The analytical next step is to choose a comparable area and inspect the housing and demographic measures together, without assuming that one variable explains every local outcome.

The census overview identifies 15 May 2022 as the reference date for its regional tables.[13] That date should stay attached to any figure reused from those tables. A census describes a defined observation point; it is not a live counter of residents or an up-to-the-minute account of rental conditions. Keeping the date and geographic boundary visible preserves its usefulness.
